From downtown, via bus number 13 (Seattle Center) or 2 (Seattle Center), whichever comes along first.
The bus route takes you through the Queen Anne/ Mercer commercial district where you will see plenty of eateries and shopping you might like to return to.

Board the northbound bus at the corner of 3rd Avenue and Pike Street.
Alight from the bus at the corner of Queen Anne Avenue and Highland Drive.
It is about a 18-minute ride each way.

Walk west on Highland Drive, for about a block.  You will see the can't-miss lookout to your left.

Notes and Tips
This is one of Seattle's favorite viewpoints, presenting as it does unobstructed views of two icons - the Space Needle, and Mount Rainier on a clear day.  You are likely to bump into other sightseers, perhaps a tour bus or two, and even local news crews updating their stock footage.  Located on a quiet street (apart from visitors to the park), away from traffic noise, and in an affluent neighborhood of gracious homes, the viewpoint is an inviting picnic spot.  However there is little shade, so you will appreciate a hat on a hot day.

Benches and a coin-operated telescope are provided, along with a water fountain.  Look out for the totem pole in a garden on the other side of the street.  Stairs lead down the slope, where you will find a children's playground  and tennis court below the lookout.Seattle viewpoints - Kerry Park

Another vista of the water and mountains can be found down the road, at the intersection of Seventh Avenue West, Eighth Place West, and West Highland Drive.

Also, while in the area, you might also like to visit Kinnear Park, about a 15-minute walk away.  Seattle viewpoints - Kerry ParkIt is an equally delightful picnic spot, although the views are more obscured by trees.  From Kinnear Park, you can then take the number 1 bus back into downtown.  Take the stairs down to Prospect Street, and walk west until you come to 5th Avenue.  Follow 5th Avenue down the hill (it becomes stairs part-way, so this is not a drive-able route) to West Olympic Place.  The small park entrance, as well as bus stops, are near the corner of 5th Avenue and West Olympic Place.
